Simon is a renowned planning law specialist and a partner in our nationally ranked Planning & Environmental law team.

Involved in a series of high level strategic planning projects in the region, Simon is well known for his advice on planning strategy and development considerations and is active in this role for several major landowner clients. He is well known and highly regarded by local authorities, landowners and developers across Reading and the Thames Valley. He is skilled at pulling teams together on large and complex projects and at identifying issues that need to be addressed, as well as the route to address and solve difficulties associated with them.

Simon was originally with Berkshire County Council, where he ran the BCC commercial property group, before he moved into private practice in 1988. He joined Blandy & Blandy in 2002. He has lectured in Planning law at the University of Reading's leading School of Real Estate & Planning, part of the Henley Business School

Planning magazine’s 2019 Planning Law Survey ranked Blandy & Blandy LLP among the UK's top 25 planning law firms, while the firm is also highly ranked in the UK's leading guides to law firms, Chambers UK and The Legal 500. Simon is also individually recommended in both guides and in 2018 he received the flagship 'Outstanding Contribution' award at the Thames Valley Property Awards, in front of over 700 peers at Ascot Racecourse.

Simon regularly attends and speaks at a wide range of planning and sector focused events, in London and across the Thames Valley, including the firm's annual Property & Planning law seminar. He has also appeared on BBC Radio as a legal expert. 

Examples of recent work

  • Dealing with and advising on legacy liabilities and rights arising from a complex land sale for housing, involving a site with permission for 2,000 + homes.
  • Advising in relation to a planning inquiry for student accommodation and a related planning agreement.
  • Acting for a leading film studio in relation to the possibility and potential consequences of statutory noise nuisance arising from a proposed film.
  • Neighbourhood Plan examination (advocacy) for a development site adjacent to flood plain.
  • Advising a business on compliance with a complicated and politically sensitive planning enforcement situation, and on the threat of proceeds of crime claims.
  • Advising on agreements to enable housing development to satisfy requirements of Habitats Regulations (provision of SANG).
